Global Head of Workforce Development

About the position

Thrive Career Wellness is seeking a Global Head of Workforce Development to lead and expand its Workforce Development business unit. This role involves significant commercial accountability, business development, and client management within the government employment services sector. The business unit is experiencing growth with a strong pipeline of government-funded programs and public-sector contracts. The successful candidate will manage the P&L, lead the team, build global government stakeholder relationships, close deals, and shape the future direction of the unit. The company is open to candidates from Canada, the US, and the EU.

Responsibilities

  • Own the Workforce Development P&L.
  • Identify, pursue, and close new government contracts and employer-sponsored program agreements.
  • Build and maintain senior relationships with government funders, program administrators, and key employer accounts.
  • Lead RFP responses for government-funded employment and workforce development programs, including proposal strategy, solution design, and pricing.
  • Engage upstream in procurement processes, such as participating in vendor days, market soundings, and RFI processes.
  • Serve as the senior point of escalation for government clients and active program accounts.
  • Collaborate with Growth & Customer Success teams on program launches, platform onboarding, and scope expansions.
  • Ensure contractual commitments, program milestones, and funder reporting obligations are met.
  • Build customer relationships to drive renewals and expand scope within existing accounts.
  • Define the go-to-market strategy for Workforce Development, including target sectors, geographic expansion, and program mix.
  • Monitor government funding cycles, policy changes, and emerging workforce development priorities.
  • Identify and pursue partnership opportunities with regional employers, workforce boards, and sector associations.
  • Build and manage a healthy pipeline and provide accurate forecasting to the executive team.
  • Grow the team's capacity and execution through process improvement, strategic hiring, mentorship, and leadership.

Requirements

  • 8–12 years of experience in workforce development, employment services, government-funded programs, or a closely related field.
  • Proven track record of winning and managing government contracts.
  • Demonstrated commercial leadership experience, including owning a P&L, managing a sales motion, and leading a team.
  • Experience leading RFP responses in the employment and workforce development space.
  • Strong presence and credibility with senior government stakeholders and employer leadership.
  • A builder's mindset, energized by complexity, ownership, and growth opportunities.
  • Exceptional communication skills, including proposal writing, government presentations, and team coaching.

Nice-to-haves

  • Familiarity with Canadian government employment programs and funding frameworks is a significant asset.
