Contracts & Costing Engineer – Turnaround | Qatar

Availability: Must be locally available in Qatar

We are looking for an experienced Contracts & Costing Engineer to support the Turnaround Section of a leading petrochemical organization in Qatar.

Key Responsibilities

  • Manage contracting activities for high-value and complex turnaround services.
  • Review scopes and recommend appropriate enquiry, tendering and contract strategies.
  • Prepare tender and contracting documentation and support bidder evaluation.
  • Manage contractor claims, variations, additional works and commercial matters.
  • Develop and review turnaround cost estimates, budgets and forecasts.
  • Monitor expenditure, commitments, accruals and budget-versus-actual performance.
  • Identify cost trends, potential overruns and required corrective actions.
  • Support turnaround planning, execution monitoring, progress reporting and cost control.
  • Review contractor turnaround plans, procedures, resources and performance.
  • Maintain turnaround cost information and historical cost data for future estimates.
  • Support the 5-year rolling Turnaround Future CAPEX Plan.
  • Prepare monthly and quarterly cost, progress and management reports.
  • Coordinate with Finance, Commercial, Supply Chain, Procurement and turnaround stakeholders.

Requirements

  • Bachelor’s degree in Engineering or a relevant discipline.
  • 5–10 years of direct and relevant experience.
  • Strong experience in Oil & Gas, Petrochemical, Refinery, LNG or Fertilizer environments.
  • Proven Turnaround / Shutdown experience is required.
  • Experience in turnaround contracting, tendering, contractor evaluation, claims, variations and contract administration.
  • Strong cost estimation, budgeting, forecasting and cost-control experience.
  • Experience with turnaround planning, progress monitoring and reporting.
  • Knowledge of cost databases and cost-management practices.
  • Knowledge of Zero Base Costing is advantageous.
  • Working knowledge of SAP PM and SAP MM is preferred.
  • Strong MS Office skills, particularly Excel.
  • Good communication and stakeholder-management skills.
  • Must be currently based in Qatar and available locally.
